With new features of international industrial structure adjustment emerging and china's entering into WTO, our country must improve the economic benefits of technology introduction. If not, we can't face up to the fierce industrial competition with confidence and seize the industry upgrading opportunity. In the author' view, the basic way to improve the economic benefits of the technology introduction is to build it's virtuous circulation.Technology introduction is an objective and realistic system that belongs to the whole society economic system. In it there are three main factors: introducing government, technology intermediates and introducing enterprises. The realization of the virtuous circulation depends on the full realization of three main factors' functions. That's to say, the introducing government must build the macro-control mechanism; the technology intermediates must build it's own virtuous mechanism; the introducing enterprises must build technology operation mechanism.According to what stated above, the whole thesis consists of five chapters. Chapter 1 introduces the reason for choosing this topic and has a discussion in basic theory on technology transfer. Chapter 2 provides a virtuous circulation pattern after analyzing the technology introduction system carefully, and then discusses how to build the virtuous circulation of technology introduction. In chapter 3, chapter 4 and chapter 5, the author studies how to build the macro-control mechanism, technology intermediates mechanism, and technology operation mechanism of the introducing enterprises respectively.
