In face of Asian financial crisis breaking out, the global economic growth speed slackening and the effectual demand of our domestic economy insufficient, our government implemented proactive fiscal policies in 1998. Up to now, proactive fiscal policies have been carried out for nearly six years, and have promoted our domestic economy developing rapidly and healthily. National economy enters a new round of development period. But along with the obtaining of achievement, national economy exists many kinds of new problems and contradictions, for example: the consumption demands lag the investment demands; the partial industries overdo; the energy sources begin to restrict the development of economy; the employment position is flinty, etc. So facing the change of the economic environment, our government should keep the continuity of the policy, at the same time do some corresponding adjustment. In order to promote the overall development of macro-economy and the whole society, the emphasis of the policy rests with combining enlarging the domestic demand and providing the effectual supply, adjusting economic structure.The first part of the thesis sets forth the basic theories of fiscal policy, discusses the background and the effect of the policy of the proactive fiscal policy. Put forward: the proactive fiscal policies have promoted the economy developing, but in view of the various reasons, the positive effect of the policies has not totally brought into play yet. The second part of the thesis analyzes the actual economy position. Find out the disadvantageous factors, which will be helpful for our government to define the orientation of fiscal policy. The third part of the thesis introduces the effectual demand theory and the supply theory, analyzes and uses for reference the experience and lesson of America and Japan in the aspect of the fiscal policy and currency policy, and both of which cooperate in harmony aspect. The fourth part of the thesis is the core of the thesis, brings forward the countermeasures of our proactive fiscal policy's adjustment, whose emphases consist in adjusting the policy of the treasury bonds, Solving the problem of "San-nong", expanding the consumption demands; reforming the tax system, enlarging employment, perfecting social security and so forth.
