Each country lay stress on the improvement of scientist's diathesis in order to win first place. However, in recent years, the unhealthy tendencies wide spread, the misconduct phenomena of science morality became seriously in the field of science and technology. Which had caused the lack of scientist's accomplishment, hindered the development of science and technology.
