With the tendency of economic and financial globalization, the competitive system of banking industry has gradually come into being. Undoubtedly foreign banks will seize our financial market, taking their advantages of advanced electronic technology, scientific management experience and excellent talents. Therefore, our banking industry must join the international financial market and take part in the international finance competition. State-owned commercial banks are modern financial enterprise organizations and the main body of financial market. Efficiency is the essential embodiment of commercial banks competitive ability, and the survival principle of the financial enterprise organization under the condition of market economy. Efficiency is an effective level and the ratio of input to output. State-owned commercial banks efficiency is that when they distribute and coordinate the manpower, material resources, financial, information and other resources what they need, they can minimize cost and realize the optimal allocation of resources. The organization efficiency is one of the standards of evaluating commercial banks of organization management. However, Nowadays state-owned commercial banks institution still follow the traditional patterns of state-owned professional banking, so they cannot adapt to the new trend. Actually insufficient reform of property rights institution, excessive large of organization scale and unreasonable layout of organ directly influence the exertion of state-owned commercial banks efficiency.Organization efficiency is the centralized embodiment of state-owned commercial banks competitive ability. To build the commercial banks organization institution, according to the management rule of modern commercial bank organization, and suitable for the development of China financial market, we can usefor reference the foreign mature organization institution of commercial banks. Foreign commercial banks behave as follows: on one hand, the external organization structure has implemented the branch banking according to the economic area; on the other hand, the internal organization structure often puts into practice stock-holding system, meanwhile, the internal structure must meet the demand of customer.To improve the efficiency of state-owned commercial banks, the old organization should be built scientifically and designed properly. The design of state-owned commercial banks organization is a long-term and complicated system project. The whole design and construction of bank organization structure must be at the leading of the market; at the center of the demand of customer; at the start of creating competitive advantage ;on the basis of the downstage organ driving the setup of background; at the aim of providing overvalue services by marketing, creating value for customer to ensure the satisfactions and happiness of customer, for creating more loyal groups of customer. Thus many measures should be proposed, including concretely: analysis, design of situation, post and mutual relationship; analysis and design of management range; division and design of elemental organization department; design of organization decision system, including organization leadership system, power structure, decision mechanism and management system; design of organization management executive system, including management command organ, operation organ (import, transform, export) feedback organ, control organ; analysis and design of the relationship between banking and the others, social environment; design of organizational behavior(moral)norms and so on.
