Risk management is always key to commercial banks, which requires not only a series of procedures and methods, but proper internal organizations. It is obvious that risk organizational structure is the base of commercial banks running and internal control. In order to manage risk efficiently, we should set the risk organization balanced firstly. This article would like to design a risk management organization structure, which shows the comprehensive risk management theory and is in complied with the actual situation of the commercial banks, by reviewing the related theories on organization structure, referring to the best model of top-ranking foreign banks, complying with the Basel II. This article is divided into four chapters. The first chapter will introduce the related theories on organization structure, and will discuss them from management and economics aspects. That will formulate the theory basis for this article. In chapter two and three, I will first analyze the existing risk management organization structure of State Owned Commercial Banks and find out the underlying problems and shortcomings. Then I will sum up the mature practice and experience of some famous foreign banks. These will form the practice basis of this article. In chapter four, by following the guidance of Basel II and considering the actual situation in China, I will design a comprehensive risk management organization structure that suits the organization structure of State Owned Commercial Banks.
