From 1990s up to now, Sino-US relations have stepped into a complicated and unsteady period of time, which is caused by the unbalanced comprehensive nation's strength as well as the development of both sides in the new era. By contrast, it can be figured out that there exists great divergence in the realms of strategic security, ideology, etc. between China and America. This paper suggests that the differences between China's foreign policies and those of America are responsible for the complication and unsteadiness of Sino-US relations, which is the main characteristics in the process of Sino-US relations. I would like to name it "non-friend relations" . Meanwhile, the common ground and the mutual supplement of China and America's foreign policies can facilitate the healthy development of Sino-US relations .The tenacity of Sino-us relations, on the other hand, suggest "non-enemy" relations between the two nations. According to the world situation and changes of America's policies and strategies to China, we need to be principled and flexible as well in our diplomacy to the United States, hiding our capacities and biding our time. We ought to be active and cooperative in the diplomacy to America, but we need to take precautions as well. In that case, we can create a favourable international environment in which the construction our modernizations would be concentrated on.
