Foreign policy is the national high-level political activities, there are many factors that impact the foreign policy. On the whole,they can be divided into two categories: One is to the measured material factors. For example, the international system setup, national strength, the country's political structure and so on; The other is to the un-measured concept factors. Such as the national cultural traditions, ideologies, and other factors. As material factors can be measured, So political analysts has been pay much attention to it. On the contrary,as the concept of the factors can not be measured, they often be overlooked. But the 20th century of the Cold War makes people concerned more about the concept role of factors, International relations scholars had conducted a controversial on it. They agreed that the ideological influence foreign policy decisions, but there are objections on how to influence and the extent it affect. Sum up, the ideological influence foreign policy decisions in four models: Ideological Lens Mode, Roadmap Model or Switchman Model, Hedge Model and Seesaw Model.In the 1940s,ideology has played a very critical role in the United States and Communist China's foreign policy. In the context of the Cold War, both sides are more or less from the ideological point of view, inspected each other's motives and then formulate corresponding foreign policy. Especially in the United States, ideology almost decided the formulation of foreign policy, decision-making lost its diplomatic flexibility, and lead to the "lost of China". As to Communist China, although there are ideological considerations in formulating foreign policy, but they basically consider the national interests factors.Thus the foreign policy-making is relatively more rational and pragmatic. Although the Cold War has passed, ideology, in the role of international politics has also decreased, but we can not overlook the fact that in today's world, some countries still do not give up the Cold War way of thinking, they still hold deep hostility to the different cultures and systems of other countries,they still would like to add its own system to the other countries, this indicate that they disregard of the historical facts, and did not learn a lesson from history. In the economic globalization today, we should advocate the diversity of culture, the harmonious world should be the most we pursue the goal.The Cold War mentality can drag the world once again into the dangerous situation, and will certainly be cast aside by the people of the world.
