Process of policy decision is a process in certain thinking activities. Thinking, reasonable or not, impacts directly the science of process of policy decision. Scientific process of policy decision needs people thinking reasonably. It depends on logic thinking, because logic is a means that guides thinking reasonably. The paper tries to band logic laws and process of policy decision together, and study logic laws and methods of process of policy decision. As for functions of logic and the construction of logic theories of policy decision, this has certain practical significances.The paper has six parts in all.The first part: Introduction. It discusses concisely logic practices in process of policy decision and practical significances of strengthening study of logic theories of process of policy decision. This part decides that the study view of the paper is to discuss logic functions in scientific process of policy decision from banding logic and policy decision theories.The second part: Logic of understanding problems. The center of management is policy decision. The key to policy decision is in recognizing problems, analyzing problems and settling problems. Policy decision begins from recognizing problems, and recognizing problems is the beginning point of policy decision of management. Policy decision is indispensable in that there are problems. While practicing certain logic methods correctly guarantee us recognizing problems comprehensively and effectively, recognizing problems is the first premise of scientific policy decision. The part discusses mainly logic methods, such as analyses and synthesizing, induction and deduction, and from abstract to concrete, practicing in recognizing problems.The third part: Logic of settling object. Object, through the whole process of policy decision, is the direction of the whole process of policy decision, and links all stages of process of policy decision together. No object, no policy decision. Firstly, an object ought to be a comprehensive and clear propositions. Secondly, forms of propositions must express objects positively in order to be accepted by men. Thirdly, we have to use certainlogic methods in the process of choosing the best object. Last, we must recognize the object of policy decision being an entity of abstract and concrete. For how to decide long-term objects and short-term objects, strategic objects and tactic objects, this has a main directing function.The forth part: Logic of formulating plans. Formulating plans is the key to policy decision. Based on recognizing problems and clearing object, it puts out concrete formulating plans of policy decision through certain stages and means. It solves "how to do". The achievement of object of policy decision depends on some special conditions. We must pay attention to the inspection analyses of every condition through the process of drafting policy decision plans. If conditions are lack of investigation and analysis, better plan can't be laid down probably. Besides, methods of analogy and induction are also bases of many scientific policy decisions. The fifth part: logic of selecting plan. Only through scientific ,comprehensive and systemic demonstration can plans be made out better or worse, advantageous or disadvantageous, and can we select a best pan. Logic demonstration, in the process of selecting best plan, has a special significant function. In this part, we discuss mainly functions of some methods of logic demonstrations and refutation in demonstrating plans.The sixth part: Logic of implementing policy process. In the process of policy implementation, circumstances and conditions constantly changes, many new problems and conditions appearing. Policy makers, on the base of previous recognizing, need promote and develop them. Promoting principle helps us recognize new problems, and receives new acknowledge.
