The Problems That Exist In The Current Administrative License System Of Our Nation And The Ameliorative Measure

The administrative license system is a series of rules of law and system which is called by a joint name about the concept of the administrative license, the application of the license, the grant of the license, the alteration of the license, the supervision of the license and so on. It is an important legal system in the modern administration that has been established in the entire world and it is applied in a very extensive range of the politics, the economic, the culture etc. perfecting and improving the administrative license system make the execution of the administrative license changed into the nomocracy model from the rule of man model and it has a fetal sense to the progress of the nomocracy of our nation further to the advance of the administrative nomocracy of our nation and the reform of the administrative system.The text consists of four parts that are the concept and the analysis of nature of the administrative license, the status in quo of the administrative license in china and foreign countries, the existing problems of the administrative license, the advices and imagination of perfecting our nation administrative license system.The first part of the text introduces the different points and the determined nature about the concept and the nature of the administrative license in academe. Through the analysis of these viewpoints I not only generalize the concept and the nature of the administrative license but also illuminate them from several aspects.The second part of the text introduces the status in quo of the administrative license system. In this part via introducing the status in quo of which in foreign countries I illustrate the running status of the administrative license system which in the administrative legislation and the administrative execution.The third part of the text points out the major problems that exist in the administrative license system.The fourth part of the text brings forward some advices and imagination about perfecting our nation administrative license system aimed at the problems that exist inthe administrative license system.To sum up, although our nation administrative license system has gained some achievements in some aspects, it can't be ignored the defect that lied in it. So we should expedite the pace of the reform and further perfect our nation administrative license system and make it a major, effective, and reasonable measure in our nation administration.
