Foundation Of Chinese Management System Of Scenic Resources

As the era of ecology civilization and ecology economy, the 21th century compels people to ponder the effect of human's activities to the environment intensively. Under such conditions, people have done some researches on how to handle well the relation between resource protection and tourism exploitation at scenic areas, for its resource may hold such characters simultaneously as ecology value, social value, and economic value. Internationally, many countries have founded the system of national park in order to perfect the contradiction between exploitation and protection. It also provides our country lots of beneficial references.The thesis is composed of 6 chapters.In the first chapter, the author first states the definition of scenic resources and gives a comparison for other conception concerned. Then it comes to elucidation on the significance of the concept of scenic resources.The second chapter introduces China's present system of scenic resources management, analyses its problems and then points out a series of problems need to be solved urgently.The third chapter starts from the introduction of many countries' scenic resources management, introduces at length the system of national park adopted worldly, and gives China a reference on how to found its own.The fourth chapter concentrates on the US' national park system, its structure,managing content, legal basis and its long-term experience, which is more helpful on our system of scenic resources management.On the basis of the former chapters, the fifth chapter gives a comparison between the national park of US and that of China which represents China's present system of scenic resources management It also provides some direct referred opinions on its instauration standard, management institution, program-design institution, business administration, exploitation, protection and function of tickets etc.As the core part of this thesis, the sixth chapter designs a framework of the system of scenic resources management, tables proposal on how to build corresponding legal system, choose proper institution form, and balance interest relations.The appendix gives an analysis on China's four typical cases, according to the system of the scenic resources management involved in this thesis.In practice, when we founded our system of national park in the late 1970s, we have used for reference only some specific standard of the foreign system, without the adoption of their management system. According to our present condition, the thesis offers an integrated system of scenic resources management and designs thedistinctive system of national park which is accordant with sustainable development.
