Famous scenery, treated as a kind of resources, is material and spiritual wealth for human being, and to protect it is one of vital aspects of our environmental work. The mountains and waters are beautiful in our country, and there are lots of resources of famous scenery with long history and rich culture. All these given by the nature and our ancestor are precious treasure. And especially since our country began to reform and open up, the cause of constructing famous scenery area has been getting greatly improved. Now the system, integrating country's , province's with county' s, has come into being, which have 677 famous scenery area,1 percent of our country. The fast development of famous scenery area in our country has been prompting the development of tour, economy, culture and others, and playing a positive role in preserving rare natural and cultural resources and in rationally exploiting resources of famous scenery. To exploit and use resources of famous scenery to develop tour can greatly help local economy and improve those people living standard in poor and remote areas. It has been proved that the cause of famous scenery area, an important element of material and spiritual civilization of socialism, is of great significance in current activities of patriot ism education. However, because of historical cause, famous scenery area, disregarded as important resources, is lack of scientific and uniform management system. Under the market economic system of socialism, it is a key problem for us to resolve how to realize, manage and protect famous scenery area. Up to now, we can't still find the research or way on how to manage and protect famous scenery area. Instead, lots of behaviors based on widely accepted mistake thoughts and theories further spoiled the famous scenery areas. On Mountain Lu, one of the world cultural inherits, do set up private villas. Too many people crowd at Zhou village, famous for waters in China. And there are many wastes on the precipice of Mountain Hua. All these activities hurt Chinese hard today. Those mistake activities destroyed resources of famous scenery, hard to recover, leaded to huge loss for human being, including material wealth and eco-environment, and threaten those local persons.
