Study On The Reform Of Land Acquisition Institution In China

The institution of land acquisition in China was set up in planned economy period, it have done great contribution for the economic development of China. With the transition from planned economy to market economy this kind of institution don't meets the present requests any more. So the reform of land acquisition institution have been increased into schedule and become a hot issue in the scientific circles of land and in the land management educational domain.At first the paper we point out the historical background of land acquisition institution reform in china and describe the purpose and significance of the reform. Then the paper is divided into five chapters to discuss the reform of land acquisition institution, In the first chapter we introduce the concept of Institution. Form the concept of Institution we draw out the concept of land acquisition institution and we explain the characteristic of it. Then we explained the development history of the land acquisition institution in china according to the relevant laws and regulations about the land acquisition institution that our country makes and times, In the second chapter we explained the relevant new institutional economic theories and the land rent theory. These theories would guide the reform of land acquisition in the next context. In the third chapter of this paper we have succeed to find the problems which have been in the current land acquisition institution from the respects of the range of public interest and the compensation standard and the legal procedure which are three basic institutional rules of land acquisition institution and analyzed the reason why these problems are produced. The fourth chapter is the core of this paper .In this chapter we put forward the conceive of the land acquisition reform from three respects which was talked about in before context on the base of the experience in the nine reform model regions, In the last chapter there are three relevant institutions that are the village Collective land property relations and the conversion of farmland to urban and the work of grading and defining the farmland level to be discussed as the three basic support system of the land acquisition institution. Because we know that all components of land institution are connected and influenced each other.
