Study On Indicator System For Judging Land Smart Sprawl In Small Town

Urbanization and industrialization are the only way to realize modernization in the historical process of our country. To implement urbanization strategy and accelerate it at a great speed is an importantly strategic measure in the Outline of the Tenth Five-Year Plan for National Economic and Social Development. Its basic and important part is to perfect town's system and put emphasis on small town so that it can sprawl smartly. Therefore, we must stop the unlimited expansion of small town's land and allocate land resource optimally in the urbanization process. This is an urgent question for study or discussion at present and in the future.After specifying a series of issues concerned with the connotation of small town and clarifying the research objective, the author introduced the theories associated with land smart sprawl in small town. On the basis of overall analysis of the driving forces affecting small town's land sprawl, there was a differentiation and analysis between unlimited sprawl and smart sprawl. Then the author designed the indicator system and used it to judge land smart sprawl or not in small town by the method of Fuzzy Synthetic Judgement, applied it to judge land smart sprawl in Shekou town of Huangpi District in Hubei Province. A conclusion was drawn that there was land's unlimited sprawl to some degree, though smart sprawl in this town. Some suggestions were mentioned in order to lead small town's land use to a smart sprawl way in the end of this article.
