Research Of Utilizing Foreign Capital Countermeasure Of Harbin

With the speeding up of the integration of world economy, international capital flow has also been accelerated and the importance of its role heightened. The utilization of foreign capital is playing a more and more important role for capital formation, technological progress, scientific management, mechanism transformation, resource development, industry optimization, and the improvement of a city's overall competitive power in economic development. How to promote the continuous, fast, and healthy development of Harbin's economy through active, rational, and effective use of foreign capital is the focus of this thesis.With an eye on both theory and its practical application, this thesis studies relevant theories about foreign capital utilization and the main forms of such utilization, the trends in international capital flow, and the adjustments in national policy orientations and the development strategies of multinational corporations. An analysis of the development stage, structural features, industrial structure, profitability, sources, and forms of foreign capital in Harbin helps to ascertain the challenges faced by Harbin, development opportunities, and competitive advantages of the city in the area of foreign capital utilization. A development strategy and a guiding theory for Harbin's foreign capital utilization are then proposed, and so are measures to improve work in this area.The measures proposed for Harbin in foreign capital utilization include the following: 1) speeding up the construction of the regional economic system; 2)systematically improving the environment for investment; 3) being creative in designing new methods for promoting investment, 4) greatly expanding the areas of foreign capital utilization; 5) giving full play to the leading role of the Development Zone; 6) enhancing the exemplary effect of existing enterprises; 7) promoting the upgrading of the city's functions as an urban area; and 8) enhancing the city's competitiveness in attracting investment. The continuously evolving interactive relationship between the acceleration of the construction of the regional economic system, the promotion of the upgrading of the city's functions, and the centralization of industries in the region on the one hand, and efforts to attract foreign investment on the other, is the most basic approach to promoting the leaping forward of Harbin's economy; and the improvement of investment environment, innovation in methods for promoting investment, expansion of the areas of foreign capital utilization, the leading role of the Development Zone, and the exemplary effects of existing enterprises are all important premises for good performance in Harbin's foreign capital utilization.In sum, through a study of theories about foreign capital utilization and some analysis based on empirical data, this thesis analyzes the current status of foreign capital utilization in Harbin and problems existing in this area and proposes some feasible measures of improvement, which can be of much value in guiding the work in foreign capital utilization in Harbin.
