In the year of 2002, the system reformation of national electricity makes use of " separation of plant and network, bidding for use of network". It leads our national electricity industry into a new era of introducing competition mechanism, breaking the monopoly management and enhancing the total competitive capacity of electric power plants. This thesis deals with the problem from the angle of strategic management and is based on a great amount of on-the-spot survey and internal data compilation. It describes in detail the establishment, actualization and evaluation of the management and development strategies in Sichuan Provincial Electric Power Company. In reference to the modern corporation management theory, the thesis proposes the idea of overall innovation of the management and development strategies in Sichuan Electric Power Company after the system reformation of national electricity. During the composition of the thesis, methods of systematic analysis, comparative research and combination of qualitative analysis and quantitive analysis are employed which also make a balance of the relations between theoretical validity and countermeasure.This thesis propose that the momentum of the overall innovation of the management and development strategies in Sichuan Electric Power Company (SEPC) is due to the uncertain market pressure brought about by China's entry into WTO, government policies, law regulations and competitors. This thesis establishes the management and development outline by use of core capacity, organization system and financing, investing and electrovalence (variant of profit) in financing management flow. In the competition of core ability, the thesis, based on theseemingly incompatible qualities of diversification and specialization, proposes the diversification management based on core capacity and hopes that SEPC can grow to be the leading company in flat roof. In the part of organization system strategy, the thesis suggests that the major branch employ the mechanic functional management structure and build online comprehensive stores. Based on the innovation of human resource management, overall quality supervision and learning organizations are suggested to be applied. In the strategy of fundraising, since the debt rate of SEPC is too high, the suggestion of establishing fundraising network with raising right capital as its major point. In the strategy of investment, since there are a great deal of futile investment and heated market competitions, the thesis proposes the establishment of multi-dimensional big group which is based on strategic merge in market trade and foundation of green power. In the end, since there are so many uncontrollable factors which can affect the setting of electricity price, SEPC can exercise little power on the setting of electricity price. However, the electricity price means a great deal to the profits of SEPC and therefore, the thesis, in accordance with the development of national electricity system reformation and the electric power market in developed countries, puts forward an innovative financial instrument of electrovalence.
