SMEs are increasingly demonstrating energies all over the world. To reveal the source of the energies, the research and canvass the SMES resurgence from the relationship and impact between enterprises, which small enterprises come into being competition- collaboration cluster in light of specialized cooperation. Enterprise cluster is a newly competitive and creative organization formation.All enterprises in cluster can acquire economies of scale and scope and run-over effect to impel the development of a zone even the whole nation economy. The existence of small enterprise clusters is very popular in both developed countries and developing countries, which are most typical, called "mass economy" in Zhejiang province in China. It has to prove that the economic development mostly owe to the development of small enterprise clusters. In these areas small enterprise depend on each other and conglomerate and constitute obviously specialized clusters instead of isolating and straggling existence. Being a kind of economic organization that can effectively improve an area's competitiveness, enterprise cluster is highly taken into account by scholars, entrepreneurs and officials. So how to back up SMES and how to promote their competitiveness in opening economy are very important to the zone development.The thesis divided into five parts focuses on the source, formation and cultivation of small enterprise clusters, in the first chapter we explore some typical theories on small enterprise clusters, in the second chapter we analyze the source of competitive advantages. In the third chapter we reveal the impelling mechanism that causes competitive advantages of small enterprise clusters, in the fourth chapter we analyze three empirical examples. And in the last chapter we table some workable proposals to develop local enterprise clusters.
