We have become a nember of WTO, our whole public institution, including politics, ecomony, education, literature and so on ,will face to the intensity effect. The administrtion of the government is challenged by WTO. The duty the government will chang, the role of the government play will reform. In the conjunction with WTO, our government 's institution of public administer, the means of ideology, and the ways of the work will also change.Become the number of WTO is a challege of the ability of the government. The public servents work in this situation full of pressure.The system of our country's public servents put into practice since 1993.,gain great performance, but, under the background of we enter WTO, there are many things need to do for government. Moreover, the old system of public servents still exist, which effect our administrtion effective low After we enter the WTO, public ser vents need improve their levers, need to learn many new knowledge in order to proper the command of the WTO, All thes put in frond of our public servents.In this article, we study the contract of WTO, learn the system of alien public servents ,then we analogy the present condition of the system of our country's puslic servents.
