As a special industry which operates currency capital,bank industry itself is a high risk one .As China C.B during the turn-rail period,for the country's planning economy to market-economy transition is underway ,its resourses allocation relies on from Fiscal Department to bank.The risks of state-owned enterprises are financialized.In addition to many factors such as system,policy and so on,Commercial Bank system has accumulated huge risk,for one direct and realistic expression is a huge sum of undesirable assets.These underlying risks hinder the development of C.B itself seriously and weaken its competitive capability,what is more is that it has obstructed economic continuing and fast development,perhaps even,arouse serious economic crisis.So,it is a pressing and important problem that how we obliterate existing risk and prevent potertial risk.But the solution of problem is usually based on recognizing it correctly.therefore,the stressing point of the thesis lies in analyzing actuality,cause and survey of C.B risk during turn rail period.As analysis of C.B risk,it must stick to the principle of quantification combined with qualification.As far as this thesis concerned,the risk of C.B during turn rail period is mainly caused by system and policy,aroused by factors of policy,but exhibits large credit risk. So the thesis,referring to the theories related to measuring credit risk abroad,combining them with the fact of switching process in China,has formed risk survey system model,which properly solves credit risk survey problem lying in off-trade assets under the demestic circumstances.That model is working in a sense andforesighting to a degree.We analyze risks in order to control them better.According to the reality of China and the need of development,the thesis recognizes that we must carry out comprehensive risk management,besides it lists the fundamental framework and indispensable elements of comprehensive risk management.
