New Public Management (NPM) appeared in the West in 1970s. NPM criticizes Max Weber's bureaucracy theory fiercely, which is the foundation of public administration. The critiques focus on: bureaucracy hampers democracy, efficiency, etc. As far as the Ecology of Administration is concerned, the standpoint mentioned seems wrong. The advice given by NPM seems little different from bureaucracy, but in fact it improves the bureaucracy and returns to it. So the bureaucracy still will live, especially in developing countries where public administration has the different circumstance from developed countries. Public administration in developing countries should adopt Weber's bureaucracy theory, accepting some valuable NPM advice at the same time.
