On The Basis Of The Legitimacy Of Hierarchical Bureaucratic System

Bureaucracy, an institution of the specialization, power grade, regulations and non-personification in the realm of the political and the social organization, is standard demonstration of rationalizing life order, while the bureaucrat's system of department, the order foundation which the bureaucracy provides in the political system and the technology significance, is also scientific and objective description of the relationship between modern person and social system from the view of social life meaning. The system is the model of the form rationality from not only organizational but social aspect. The paper attempts to describe the trend of China political scientific process of the public personnel management, by intercepting scientification, democratization, legalization of Chinese personnel management from the viewpoint of thought history, furthermore, tries to deepen the theory of bureaucracy of modern department through elaborating the west thought, especially Max Weber, in order to understand technicalized politics which serves as valid proof to the bureaucrat's system of department.Part I deals with the transformation course of Chinese politic from initial revolutionary ethics to rule by law during China's modernization by analyzing the trend of scietification, democratization, legalification of personnel management. What will be mainly explained is the concept of "cadre" long term used by the Communist Party of China in her administration through studying two literatures and their revolutionary ethics. It is believed that the "cadre" contains the tension between the political elite of party and the masses' request in a particular period, but under the background of modernization , the "cadre" is unable to continue to take on the important task.
