Since Weber, the study of bureaucracy constitute an enduring theoretical proposition in the social sciences. Various disciplines made the subject belong to their respective theories viewing Weber's ideal type of bureaucracy as the template or the object of criticism.Because of the difference in the concerns and research methods among the different disciplines, building a theory of bureaucracy is not only challenge Weber's ideal type of bureaucracy, but also show great difference in themselves. For the study of public administration, the impact is especially serious because of the bureaucracy's core proposition in the public administration and its comprehensiveness.Therefore, the study of integration on difference bureaucracies is not only contributing to a comprehensive and systematic understanding, but also has a very important significance.At present, the most commonly used method is integrate mechanically and easily. For example, in the integration of New Public Administration and Governance, this way is easy, but greatly reduced the rich theoretical conntation and very difficult to deal with opposing views.In view of this, from the roots of the causes, building a suitable framework for schools of different theories in this field is useful and available. This framework is composed with two dimensions, that are the respective points of study and research methodologies. In the integration of New Public Management and Governance, we will find this way is useful and helpful.
