With China acceding WTO, Tibetan Enterprises are facing more stinging competition, in the future, Tibetan Enterprises want to develop in advantage, firstly, they need to train and educate their staff. In order to introduce the normalized management of Human Resource within Tibetan Enterprise, and get the practice opportunity, in Lasha Stock Exchange, as the study place, I designed, set up and implemented the Achievement & Effect Management System of Human Resource. Not only consolidated my knowledge, but also resolved some problems about Achievement & Effect of human Resource, and in the Stock Exchange, all staff built up the modern conception of "Staff is the first Element", as the good starting for their future management & development, and gradually they will constitute normalized management system accordance with international great enterprise.In this article, used the grade appraised method, and more completely, I assessed the achievement & Effect for all staff. No matter there was much shortage for the way and process, but more important is all staff and managers had understanded deeply and more comprehensive about the content, objective, method and function of Achievement & Effect Management System, and there was an opportunity of communication each other, started the managing way of unfurl, impartiality and democracy, staff's enthusiasm bad been bestirred greatly. I believe that, in the future, in the Lasha Stock Exchange, the Achieve & Effect ManagementSystem should run continuously.
