HECIC(namely Hunan Province Economic Construction Investment Company) was approved by of Hunan Provincial Government in 1992. The enterprise was established according to criteria of modern enterprise which was a nation owned company. It was represented the provincial government's property and contributor. How to more fix the relationship between enterprise and government at the base of existent property right, set up new-style of modern enterprise institution to fit the economic system of socialism market, and introduce into advanced manage idea and manage technology, set up scientific enterprise employer persons system, develop human resource, strengthen people's important, persist maneuver the positivistic of staff and workers, step by step build develop include introduce into train, select, rewards and punishments, and supervisor's system of enterprise person with ability and so on .It should be finished as soon as possible, while the series of transform shocked the HECIC .Now by the problem of most eager to resolve the company is how to change this shock into minim limit.At first, the paper start with how to carry out the reform about the management of staff, using for reference other countries and national method of management according to HECIC's industry feature and enterprise's identity, by the method of investigating questionnaires ,we will carry out demonstrative analysis about the mind of staff and workers . Based on the enterprise's reform, development and stability, we had better not influent these, taking the method like planning about management of staff and workers .Then, the paper will explain the method's content, mostly characteristic .According to the demand of the management, the paper classified and analyzed the psychology and behavior of the staff and workers. Finally, the author combines the practice of HECIC, setting up specific feasibility design for the staff and workers about method of management.
