With the arrival of knowledge economy and information age,there has been enormous changes of the business operation conditions and external management environment for the enterprise. How to meet the needs of new environment,adjust and innovation for the appraisal of enterprise's manage performance system becomes the great subjects of current business circles and academic circles. In our country, the appraisal of enterprise's manage performance is still at the starting stage,it relies mainly on evaluation index of the financial affairs. Such evaluation index relying mainly on financial index can't reflect enterprise's manage performance in an all-round way, and its appraisal result can offer support for forming and implementation of business strategy either. In order to evaluate objectively and all-sidedly the true states of enterprise, we must introduce the non-financial evaluation index into the appraisal of enterprise's manage performance system and set up the system which combined financial evaluation index and non-financial evaluation index. This is the content that this article will study. At first, the article summarizes the study of the appraisal of enterprise's manage performance of current situation both at home and abroad according to relevant document, combines of our country practice of the appraisal of enterprise's manage performance, and points out the important meaning of studying the appraisal of enterprise's manage performance. Secondly , this article analyses the seven key elements making up the appraisal of enterprise's manage performance : appraisal goal, appraisal subject , appraisal object , appraisal index , appraisal criterion , appraisal method , appraisal report , and combining relevant documents , summarizes the theoretical foundation of the appraisal of enterprise's manage performance system。Reviewing four kinds of typical appraisal models and introducing their basic principle separately, the article analyzes the main characteristic of these models, and draws lessons from these research results. Finally the article puts forward guidelines that setting up the appraisal of enterprise's manage performance system, and constructs the appraisal of enterprise's manage performance system. The construction of the appraisal of enterprise's manage performance system goes on from five respects: Financial affairs appraisal aspect, customer appraisal aspect , technological innovation appraisal aspect , human resources appraisal aspect, corporate culture appraisal aspect. Combining census data the article confirms every weight of evaluation index . And combining the reality of the evaluation index, it provides quantitative appraisal and qualitative appraisal. Finally the article proposes comprehensive appraisal method.
