This paper analyses the reasons created the problems that Hengyang Broadcasting and Television Center reduced the staff trimmers. And the author tries to use technology and approach of modern human resource management to study and probe countermeasures in the process of Hengyang Broadcasting and Television Center reduced the staff trimmers. So that can provides approaches used for reference when broadcasting and Television Center implement reform that reduced the staff to increase benefit. This paper divides into three paragraphs, the first paragraph introduces the development trends of Broadcasting and Television Center industrialization and brings forward need for reduced the staff replied the trends. So this will becomes background to spread post- related questions study. The second paragraph introduces and analyses the specific modus operandi, and finds difficulties and existed major problems. The third paragraph is the key of the paper that researches countermeasures for existed problems. The author analyses the reasons and puts approaches for resolve questions from three aspects namely establishing super identification system, allocating super by many channels and preventing from produce new super. This includes carrying through job analysis, putting up characteristic performance evaluation system and making use of technology and approach to talent testing and performance management and employee training related.
