Administrative service organs design the organization structure creatively with the combination of functional structure and matrix structure.Because of the achievements in integrating department functions, providing efficient service and improving the government image, administrative service organs have been widely approved by the public.The decline of organization performance and low degree of organizational identification have severely restricted the development of organization.Window staff and management staff are on the front line of public service,their organizational identification not only affect their work attitude and organizational support,but also affect service quality and public appraisal on government directly.Promoting the degree of organizational identification will help to reduce turnover rate of staff,improve organization performance and build good government image.Take the Administrative Service Center of Z City as object of study,this paper compares window staff’s organizational Identification with management staff’s organizational Identification from affective,cognitive,behavioral,evaluative four dimensions,and analyze the impact factor of their difference in organizational resources perspective.The conclusion of research confirms that,window staff’s organizational Identification is lower than management staff’s,the more organizational resources acquisiton,the higher degree of organizational identification.The following conclusions were drawn:the demographic variables of the members of the organization had no significant effect on the degree of organizational identification;organizational resources can positively strengthen organizational identification.According to the findings,we demonstrate that unity two kinds of personnel management mode depends on success of the administrative approval bureau.We propose some appropriate recommendations from population statistics and organizational resources,which are beneficial for promoting the degree of window staff and management staff’s organizational identification.
