Classified Reform Of State-owned Enterprises

From the beginning of economic mechanism reform in 1987,we have been exploring an optimum project for the reform of state-owned enterprises has been in the most difficult phase and encounters many difficulties, such as the severe losses of state-owned enterprises on large scale, and the increasingly high debt rate. At the same time, nonstate-owned economy is thriving. In view of the strategic policy of "the control of large enterprises and the unhanding of small ones" put forward in the 15th Congress, this article points out that the focus of state-owned enterprises' reform is on classified reform: To strengthen the control of state-owned enterprises, to diversify the proprietary structure, and to establish the modern enterprise mechanism in the fields controlled by state-owned enterprises; To turn the state-owned enterprises into the nonstate-owned enterprises in the fields not controlled by the state; To realize the combination between state-owned and nonstate-owned economy to create the best social and economic benefits.
