With the upsurge in economy of "four small dragons", especially of Japan in Asia, people fix their eyes on the Japanese management, which is influenced deeply by Confucian traditional culture with the thought of loving and respecting civilians at the core, and accordingly the study of the human-orientated theory has become a trend.After twenty or thirty years' development, a set of theoretical system of human-orientated management has been formed, but unfortunately it mainly turns its eyes on the field of enterprise management, as to the human-orientated management of government it is very disorganized, though human-orientated management of government is connected with that of enterprise, it has its own particular characteristics because of its unique fundamental purpose of existence. The human-orientated management of government is on the basis of humanism hypothesis, takes behavior drive as its central task and focuses on the goal of human's all-round development.Since reform and opening up to the outside world, especially with the access to the World Trade Organization (WTO), the government is faced with various challenges from both requirements of developing knowledge-based economy, and strengthening government's capacity for competition and of decreasing the cost of public administration and increasing the efficiency of public administration. All these challenges call for public administration's shifting to human-orientated management.There is a famous saying in China " Easy cognition, difficult practice ", the start and end-result of human-orientated management in public administration are to seek the basic way to implement it. In author's opinion, the basic way to implement human-orientated management in public administration depends on the following objectives: First, we should raise consciousness of human-orientated management and creating favorable atmosphere. Second, we should attach importance to emotional management and harmonize the relationship between government and society. Third, we should enhance consciousness of the public's participation and advance democratic participation. Fourth, we should introduce competition mechanism and build fair and rival market environment.
