On Chinese Detaining Education System

As an important measure for Chinese government to attack prostitution and visiting prostitutes, nowadays, when our country is matching on the road to overall create a well-off society and speeding up its construction of socialist modernizations, the detaining education is carried on so hard that some detaining education posts are even facing directly with an existent crisis because the law has its unclear orientation and part of the people in our society including a small number of local Party and government leaders don't comprehend and support the policy. In order to solve this problem and to find out how was it produced and what are the countermeasures of handling it, this article which consists of three chapters systematically analyzes the relativity between detaining education and prostitution and visiting prostitutes in two aspects: the theory and the practice. The first chapter introduces briefly the nature, definition and fundamental principles of the detaining education. The second chapter consists of four sections that introduce more systematically the views and policies that Chinese social circles and the governments of the world deal with the prostitution and visiting prostitutes, and the historic background of drawing up the measures for the detaining education, and indicate the possibility and necessity of its existence by analyzing the present conditions put forward by public opinions on the high-pressure policies of prostitution and visitingprostitutes worked out by our government, the policies that the governments around the world deal with it, the value of the detaining education and its existence in reason. The third chapter points out a lot of shortcomings in the detaining education and the necessity and steps of reforming the detaining education system. I try my best to provide some useful points for reference in order to improve the system constantly and make it play a better and more sufficient role by writing the article.
