After entry into the WTO, Chinese commercial banks will face the intensive competitions all-round with foreign financial institution in the field of finance, and among them the focus of competitions is intermediary business. However, Chinese commercial banks have some disadvantages: less variety, little size, low benefit. Therefore, developing intermediary business is an emergency for us. Owning to this, this article is divided into three parts to study the present conditions and the tactics.The first is the general theoretical analysis on Chinese commercial banks' intermediary business. Starting from the basic concept, this article discusses the theoretical basis of commercial banks' developing intermediary business. According to commercial banks' operating conditions and economic surroundings, this article also discusses the necessity and feasibility of developing the intermediary business.The second is the analysis on present conditions of Western commercial banks' developing intermediary business. After this, the article analyzes present conditions and problems of Chinese commercial banks' developing intermediary business. Thus it finds the gap between Chinese commercial banks and Western commercial banks, and analyzes many factors affecting intermediary business' developing.The last is the analysis on developing tactics of Chinese commercial banks' intermediary business. Firstly this article picks up service merchant's dominant model among all development models. It is the better selection for Chinese commercial banks' intermediary business developing. Then the article puts forward macro tactics in the position of Central Bank and strengthening laws and regulations; after this, considering commercial banks themselves, it puts forward micro tactics again to develop the intermediary business.
