The transparent principle, must to obey to every member government, is one of the nine basic legal principles of WTO. The transparent principle raise new claims for China's governmental affairs publicity, which is now widely talked about to guarantee the right to know for the people. After China became a member of WTO, to publicize governmental affairs is in fact to carry out the transparent principle. As a important national policy, governmental affairs publicity has made some exploration and also some progress. By analyzing the implication and the legal theoretical origins, this article uses the experience of foreign countries" administrative legislation about governmental affairs publicity for reference, points out the problems now actually exist and reasons to restrict the publicity, and carries out preliminary discussion about the reform of governmental affairs publicity in China.
