A Study On The Deviations And Rectification Strategies Of Publicity Of Local Governmental We Chats' Services

Publicity is a kind of public appeal based on public value,and it is the internal requirement and core value of public service.Public service deviating from the public may evolve into a means of pursuing private interests,and its legitimacy will also be challenged.Therefore,the problem of public services for the local government launched WeChat online public research is helpful to find and correct the deviation of the service,so as to optimize the construction path of local governmental We Chat;improve the implementation of the local government Internet plus public service strategy;public service to meet the needs of citizens of high quality,and ultimately enhance the citizen satisfaction and trust,improve the legitimacy of the government.In recent years,China's government affairs management and Internet gradually toward the deep integration,governmental WeChat provides online services has gradually become a new trend of e-government development.As the governmental WeChat has just risen,the construction of government affairs WeChat is still in its infancy,and there are still many problems in its service.On the improvement of the function value,current situation and problems,the content of existing research on government affairs mainly focused on WeChat chief,and research perspective focused on communication,social governance,new public service perspective,not pay attention to the importance of public value perspective.Public value is regarded as the regression of citizen standard,the satisfaction of citizen's needs,the realization of citizen's wishes and the expression of citizen's right are the core of the concept of public value.From the perspective of public value theory,this paper discusses the public appeal of the local governmental We Chat service,and discusses the public deviation and correction strategy of the governmental WeChat service.Through content analysis,literature analysis,questionnaire and interview survey the influence of Zhejiang top 20 17 counties(districts)the present situation of the construction of E-government: the WeChat service subject management structure,personnel structure,work mechanism;analysis of the composition of the information dissemination,business processing and network governance services supply content;from the supply,users,partners view delivery process,service supply and participate in the process of acquisition process.Based on the theory of public value and the theory of public service supply,this paper points out that the WeChat service of local government should be public.Public value theory emphasizes the public value of importance,in government management role and other multi subject responsibility,multi supply theory advocate multiple subject shared responsibility to supply,so the supply of the main government WeChat service should take the public responsibility;public value theory emphasizes on citizen collective preference and attention to meet the expectations of citizens therefore,government should supply content of WeChat's services to the citizen oriented;public value theory to promote network governance and extensive democratic participation,the provision of multiple public service theory advocates play the market and social forces,the formation of multi supply situation and supply process of government WeChat services should meet the demands of public participation.On this basis,this paper discusses the public deviation and performance of local government WeChat service.Is a public service supply subject responsibility deviation,embodies the government from meta governance role and the non-government public responsibility ineffective;two is the content of the civil service supply orientation deviation,reflects the information service content of citizens actually help small business services do not fully meet the needs of citizens,the network of political service to play a lack of supply of political service public opinion expression,political participation effect;three is lack of service supply process of public participation,embodies the process of making public participation as the path of lack of service,service to provide the depth and breadth of public participation in the process of the lack of public participation in the assessment process,service channel.Furthermore,this paper analyzes the reasons for the deviation of public administration WeChat from three aspects: idea,system and technology.Because the concept level includes public responsibility consciousness,lack of the concept of citizen oriented,network governance idea is insufficient;the institutional reasons including regulatory accountability system is not perfect,the lack of standards and norms,multi cooperation system is not perfect;technical reasons including public management of old technology,lack of public preference information detection technique.The technology of network governance backward.Finally,this paper puts forward the strategy of rectifying the deviation of public service of local government WeChat service.Mainly includes: through strengthening public responsibility,perfect the supervision system of accountability,the use of regression technology to promote the modernization of public management service supply subject of public responsibility;through the establishment of citizen oriented concept,the introduction of service supply content specifications,the use of effective public service supply to ensure good detection of partial contents of the citizen oriented;by strengthening the network governance idea complete,multi cooperation system,the use of information technology to enhance the management of advanced network service supply process of public participation.
