The Interact Relationship between the Humankind and the System——the Study of the Democratic Election in the Gross-rootsIn the final analysis, the most serious problem affecting the development of the economy in China exits definitely in the countryside. The development of economy in the countryside plays a very important role in the process of the modern society of our nation, simultaneously the improvement of the political democracy in the countryside is quite significant for the political system in our nation to be modern. Presently in China, the life condition of the peasants has been bettered much, while their political status stands still weak, which prohibits the political system from reforming effectively. Therefore, the peasants in China have chosen the autonomy system to improve their social status. The village autonomy is such system that the peasants in the countryside of China learn by themselves and serve for themselves by the democratic election, democratic management and democratic supervise, among which the democratic election is the start and the basis of the village autonomy. The success of the democratic election is related with the reality of the village autonomy effectively. Practically, the weakest point in the countryside in China is the aspect of the democratic election. It is quite difficult to perform the democratic election in the countryside of China being lack of the tradition of the democratic election, which needs to be reformed and bettered for its weakness in the process of the development of the countryside democracy.As for the difficulty of the democratic election, the author has chosen the subject of the study of the interact relationship between the humankind and the system---the study of the democratic election in the gross-roots as her master course. The author in the article discusses the lots of the typical cases by the economic and sociology methods. With the above-said analysis, the author tries to illustrate the mutual effects among the villages and towns, Party committee, the villagers and the village committee in the process of the election. With their participation, the election system of the countryside is promoted reasonably and lawfully. Simultaneously, the democratic system is enriched by their reasonable behavior causing the expansion of the system under the system frame. The humankind and the system supplement mutually and match with each other. The system is not only in paper, but also practically influential to the democratic election in the countryside.The mature of one system from its start is the result of the promotion by the outward requirement and the internal intention in certain, in the process of which the humankind plays a significant role regarding to the system created and amended. The author brings her own ideas and suggestion of the persistence of regulating the elective system by law, the effective systems to avoid the interference of the election of the village governors by Party committee in the countryside, the law stipulation for defining the relationship between the villages and the towns to make the election in the countryside by law and for protecting the interest of the peasants by reforming the property system and the amendment of the Constitution Law for protecting the elective rights of the peasants on perfecting the democratic system of the countryside with the careful analysis of the system. Simultaneously the author tries to illustrate the significant content of protecting the rights of the peasants and strengthening the establishment of the democracy in the present society, and discusses further on some legal problems.
