Since economic reform and opening, our economy has gained tremendous achievement, but with the system transition, the economic development also faces the challenge of unemployment. Unemployment causes decrease of income for some people and then affects their living quality. Long-term unemployment also causes psychological burden of the unemployed, and they even bring about social problem. And unemployment also mean that the labor is not fully utilized, which will reduce the GDP. So it is very necessary to study on the unemployment. Domestic scholars have done a great deal of researches on China's urban unemployment, and most researches focus on particular unemployed group, laid-off works, for example. During the process of our economic development and institutional change of society, the problem of unemployment is also in constant change, the existed theories in main stream can be used to explain our unemployment phenomenon, and provide reference for administration our unemployment. From this consideration, this paper takes the Guangzhou unemployment phenomenon as research topic, and tries to grasp the whole aspects of urban unemployment, then provide experiences for other cities.This paper makes a comprehensive understanding of comparative method to analyze the unemployment theories of the main school in western countries. We select structure unemployment theory efficiency-wage theory insider-outsider theory to build the theoretical frame of this paper. With combination of normative analysis and positive analysis, qualitative analysis and quantitative analysis, we inspect on the labor market unemployment features and unemployment administration of Guangzhou. And we find that the labor resource in Guangzhou has been allocated through market mechanism, based on this, this paper summarizes the features of Guangzhou's unemployment and classify them into 4 types: structure unemploymentfriction unemployment wage-stick unemployment and hysteresis in unemployment, all of these unemployment have obvious characteristics of market economy. In view of the above unemployment, Guangzhou government has adopted many measures administer the unemployment: increasing job position through expanding demand implementing reemploy project unblocking employment information innovating unemployment insurance system promoting employment for university students of Guangzhou source controlling labor supply. These measures have played very important role in administer the unemployment of Guangzhou, but they are not sufficient: less use of the reemploy-promoted policies, inadequate employ guidance for university students, unperfected employment service system for migrated labors, and insufficient legislations in employ and security. Based on above analysis, This paper put forward proposals to solve the unemployment of Guangzhou: strengthening cooperation of different departments, eliminating the functional hinder in labor market, reforming education institution, building lifelong and continued education system, industrializing employment services, improving unemployment statistics, social securities and legislations, encouraging people to start an undertaking of chance type, making full use of the superiority of service industry in employment.
