The progress in education information is being increasingly pushed forward, with the rapid development of computer technology, telecommunication, internet and high-density storage technology, the penetration and integration among them, especially the pervasiveness of internet. It has become a general acceptance that Higher Education Institutions are transmitting information and knowledge by using the advanced internet technology, in order to promote the widespread application and share of educational resources. During the construction of digital campus, however, various new urgent issues come up, one of which is the copyright involved in digital educational resources.Internet has had a big impact on traditional copyright. The low-cost copy and wide spread of digital or published works makes it difficult for owners of copyright to reserve their exclusive rights. In order to avoid their loss as such, right reservation attracts more and more attention all over the world. As Higher Education Institutions have always been the dominant fields of creating, using and transmitting knowledge and information, faced with such a serious law environment, they are required to discuss deeply what the problems of intellectual property right are involved in the prevalent construction of digital educational resources.Researches in the dissertation include: first, illuminate educational resources by generally analyzing and reviewing theories and technologies of digital educational resources; second, disclose corresponding law evidence of digital educational resources construction by comparing and discussing reformations of international and national copyright laws faced with challenges of new technology on a basis of judgment and analysis of copyright theories; third, suggest relevant measures within existing frames of laws by studying copyright problems involved in digital educational resources construction; last, analyze and judge concerned typical invasion of copyright in the internet environment, and learn lessons from illustrations and researches.
