Sharing Of Digital Resource And Protection Of Copyright In China Campus

In recent years, with the rapid development of information technology and computer network technology, higher education has more chance to develop information and digital campus. From the 1990~s, the information technology used in higher education has make great progress. and now ,there is over 90 percent schools that have build campus network, linked CERNET and INTERNET. Being the important base of knowledge creation, universities and colleges are both producers and consumers of information resources. The digital and network of information resource make it easy to use. Meanwhile, because the information is easily to copy and distribution, so there is more infringement of copyright in campus. The developed countries ask the developing countries to improve in protecting the knowledge property, otherwise they will deny to trade with the developing country.This article introduce the kinds and the characters of information resource in universities and colleges, according to the principle of "to know each other, cooperation and sharing ", the sharing of information resource is being common, and there is much problem in the use of information .According to the theory of economy, to analyze the procedure of information produce and consume. It regards information resource as the public goods. Being the protection of copyright, it will spend more money to use information, so the needs of information will reduce, and the social profit will down. To recognize the relation between information sharing and copyright, it should make clear of the relation between equality and efficiency, or public interest and private interest .We should balance both sides in the principle of "efficiency priority, equality supplement".There is some advice on the sharing of information and copyright:1. Acting the policy about copyright in campus and improving to protect copyright.2. Depend on the public finance system to make information resource.3. Importing public lending right.4. Developing the open access method .
