This thesis takes the hydroelectric case of Chen Cun of Hubei as the case. Adopting the way to tell a story with the analysis tactic of " incident-process", under the background of the social transformation and social change in the last three decades of the 20th century and in the scene of the transforming village of Chen Cun, and through the thread of the focus incident that has been influencing the village policy in the past ten years-the hydroelectric case of Chen Jia Fan, this thesis represents dynamically one copy of how the unattractive hydroelectric dispute develops into a long-drawn-out hydroelectric case, how it causes the contradiction and conflict inside the clan, and still how it develops into a seesaw battle of peasants collectively resisting the taxation and the government forcingly levying it.By analyzing a series of scenes, this thesis puts forward that the advances of China's modernization and the setting-up and development of socialist market -oriented economy have accelerated the overall transition of the whole society. The contemporary Chinese society has already stepped into the transitional period from the politics-leading type to the politics-society-leading one. The society obtains the autonomy of a certain degree, and the strength of social self-determination is being enhanced, but the political system is still the key force of influencing the social changes. With the constant deep going of villagers' self-government, the pattern of "village ruling with the town policy " has gradually been brought into the frame of the legal system, and the rural force of the democratic autonomy has been growing constantly, while the government force that has originally extended and permeatedinto the basic level of the society has been shrinking constantly. In this way, while the overall administrative pattern of " strong country, weak society " continue shrouding the rural society, the reality of" weak country, weak society " in concrete conditions also exists at large.In the rural areas of China that have faced the administrative crisis, the collective social administration to maintain the social stability is paid much attention to, but the immense basic governments and the scattered petty farmers are too far away for the higher governments to administrate, so the higher governments have to entrust the basic governments to rule; yet once conflicts get up gradually, they have to give orders frequently to the basic governments only to develop an general "art of administration". And in the confront and conflict between the government and the civilian and in the struggle around profits and the survival right, the basic governments prefer to develop a "balancing art" while the peasants prefer an "opposing art". The article lastly, through the water thing lawsuit, makes further discussion on some distinctive and also widespread issues in the power relations of the rural society during the period of transformation, especially the functioning logic of the struggle between the government and the civilian such as the administrative art of the government to the civilian-"balancing art", the behaving logic where "not being reasonable is just being reasonable" as well as the "reason" and the "law" in the conflict between the government and the civilian.
