On The Significance Of The Strategy Of Combination Of "Ruling A State According To Law" And "Administrating A Country By Morals"

Since the Third plenary session of the Eleventh central committee our national reform and opening up and modernization construction have gone forward along the road of Deng Xiaoping's building socialism with Chinese characteristics, and have obtained great achievement. For the time being, however, there still exist various complicated and intricate contradictions and obvious problems in our economic and social lives. Under this kind of situation, it is impossible to solve these complicated contradictions and prominent problems, and to overcome all the difficulties and dangers on our advancing road to count on only a certain means. Taking this into consideration Comrade Jiang Zemin put forward the strategy of combination of "ruling a state according to law" and "administrating a country by morals" on the basis of completely generalizing the basic practice and experiences of reform and opening up leading by our Party for more than 20 years, drawing and absorbing the beneficial results of administrating a state from ancient to modern, Chinese to foreign, thinking deeply about a series of general, tactic, prospective important problems of our reformation and development nowadays and in the future. As for managing a state, both laws and morals, integral parts of the Superstructure, are the important means that used to guide and standardize people's thoughts and conducts, which interact on each other. The strategy of running a state by combining "law" and "morals" is a way of critical inheritance of the tradition of our fine moral and that of ruling a state by ethic, and critical absorption of western modern civilization of running of law. It is also a thorough understanding and deep recognition of the law of building socialism with Chinese characteristics. It is perfectionand innovation of strategy about administering a state. This thesis aims at understanding the significance of the strategy in terms of administering a state from the following aspects: a combination of "law" and "morals" will be helpful for realization of socialist democracy, anti corruption, the development of socialist market economy and the realization of a harmonious and well-arranged society etc.
