The democratic management in enterprise has become the need of a market economy and harmonious society。This paper is based on the political theory and practice investigation for enterprises, and looking for the base of more effective operation in the state-owned democratic management, for further exploration of enterprise democratic management of new methods and new ways to make real democratic management tend to be more perfect and complete.The research based on the practice of state-owned enterprises democratic management status, seeking ways of democracy how make the enterprise develop democratic management more effective, and also discussing the democratic management performance which depends on what factors, exploring democratic procedure and mechanism essence which critical conditions motion needs. This paper's research method innovation in from a new theoretical perspective to understand the dynamic relationship between system performance, using culture, traditions, social analysis of political Angle to discuss performance operation of state-owned enterprises democratic management. And paid attention to the derivation of logic layer, noticed a variety of theoretical methods of applications, research object involved politics, sociology and many disciplines, comprehensive the application of various disciplines method. The specific approaches in this paper is which for central pluralistic democratic theory of Dar and the social capital theory of Putnam as the basic theory and support of method, determines the methodology of this research towards-accuser.In the second chapter through interpretation of Dar "pluralist democracy" summarize the conditions of democratic and the level standard, to make a hypothesis to today's SOE democratic management performance condition; In the third chapter, based on the actual investigation situation of the state-owned enterprise system performance, founding that the failure condition has appeared in reality of democracy management. In the fourth chapter, according to the social capital theory and practice in the previous chapter, we can analyze the content that the reason of state-owned enterprises democratic management having no substantial functioning has three aspects:fist is a lack of mechanism in checking the power, second is the lack of social capital; the lack of third is political tradition lack of democratic management. Aiming at these three aspects, according to the central theory of Dar and Putnam, further exploration of democratic management enterprise of new methods and new ways to make democratic management really effective operation, need for power effectively, and the balances in social restricts needed workers self-managing, establishing independent ego organization. Development in workers'organize needs social capital:the credit and training participation enthusiasm between workers and between organization. And the cultivation of social capital needs a good democratic culture in enterprise. Only these three conditions mature, the state-owned enterprise's democratic management performance can significantly. However, generally speaking now in the conditions and environment for China's state-owned enterprise, these three conditions matured is difficult, so the state-owned enterprise democratic management can be truly running in the closing stages is difficult.
