A Study On The Grant Loan System Of Higher Education In Our Country

The reform of higher education should turn in the direction of Socialist market economy and establish new operational mechanisms. In the process of enlarging the scale of higher education and promoting charge reform, much attention from our party and government is paid to poor students who can not afford their tuition. Although financial allocations are limited and inadequate, grant loan system is gradually set up and becoming the main financial aid to students. In this paper the author makes normative analysis^ demonstrative analysis and comparative analysis of it in our country and puts forward some useful suggestions and countermeasures. The paper can be divided into 5 parts.The first part is a brief introduction towards grant loan system in our country and the practical value and immediate significame of its study.The second part analyzes three types of grant loans in our country and their properties.The third part concerns the theoretical basis and practical condition of grant loan system. (1) The theory of equity of higher education. Grant loans solve financial problems for poor students, assuring equity of higher education and improving efficiency of financial aid; (2) The sharing of the cost of higher education and its compensation. Everyone, who benefits from higher education, including poor students, should share the cost of higher education. However, the proportion of cost should vary according to family conditions. High-income family must shoulder bigger proportion than low-income ones; (3) The financial problems faced with higher education. Owing to financial insufficiency, government allocations can not meet social demand of higher education, but grant loans can pledge the source of tuition; (4) The unabundance of education payment capacity. The payment capacity of residents in cities and towns is finite and the number of poor students is increasing year by year. With the raising of tuition, the grant loan is becoming a most important method to solve this problem; (5) The bankcredit system. Banks can provide ample funds to ensure the realization of grant loans.The forth part makes demonstrative analysis of it in our country. It is about the development and evolution of grant loan system in different periods and points out their advantages and disadvantages relatively. The author also makes a comparative analysis between domestic and foreign grant loan systems from the angles of their rate of coverage, source, interest rate, etc. And makes an analysis of the reason.At last, the author gives some suggestions and countermeasures: first, the improvement of grant loan system itself, for example, the protective rules and regulations to it and the establishment of bank credit system and special funds; second, the improvement of social surroundings: wide publicity should be given to the importance of grant loan system and keep it functioning; and so on.
