Research On Technological Innovation Model In Poor Areas

The development of poor areas is the key and essential point to building a moderate well-off society. And it is of great importance to speed up the development of poor areas, to minus the gap and keep the balance between urban. and rural areas, to the practice of scientific view of development and building of a well-off society. Since the middle of the 1980s, poverty alleviation through S&T have made contribution to solving the problem of food and clothing, the development of regional key industry, the bring-up of S&T and management personnel and the improvement of farmers' awareness S&T. In daily work, the author has realized that the development of poor areas must rely on S&T advancement, which has been recognized overwhelmingly, but problems of the function of S&T and the roles of local government, enterprise, poor farmers and other parties in the society, should be probed into. At the meantime, as a staff member concentrated in poverty alleviation through S&T, I make the judgment that it is quite important, to the reasonable deployment of resources and the improvement the efficiency of poverty alleviation through S&T, to choose reasonable and effective technical innovation models.Based on recent theoretical research abroad, and combined with the situation in poor areas, I have put forward that technical innovation in poor areas is a new structure, with a view of practical production requirement, to introduce technologies across different regions and provide regional technology service through R&D and technology combination, to test, demonstrate, promote and apply these technologies, and to bring out economic, social, and environmental benefits. Besides, through the analysis into typical technological innovation models of developed countries and Taiwan, some important conclusions have been drawn.Base on previous analysis and thinking, I put emphasis on the analysis of exterior infrastructures of technological innovation, such as natural environment, economic situation, human capital,. Innovation environment and so on, and I have also make research into the source of technological innovation, contents of technology, power of innovation and technology application models. To the contrast of favorite policy environment, the problems constraining the promotion of technological innovation in poor areas include the hash natural condition, lack of economic input, lack of techonological innovation institute with adequate ability, lack of technical personnel capable of providing technology service and the poor awareness of technology of rural labors. With a study of poverty alleviation projects in recent years, the author has found out that the sources of technological innovation in poor areas are mainly from the support of the government and with a combination of technology introduction and self-development. The contents of technological innovation covers all the social and economic areas in the poor areas and regional key industry are the most important to the economic development in poor areas.After sufficient theoretical and practical analysis, the research has come to two major conclusions: first, the strategy of anti-poverty in China shall rely on technical advancement; second, on the basis of China's current economic development and situation in poor areas, the innovation model in poor areas must follow the path of combining technology introduction and self-innovation for developing key industry with the support of the government, the participation of the society, and the enhancement of S&T input. These conclusions will provide support to future technological innovation and poverty alleviation through S&T in poor areas.
