Poverty is a social problem. Since reformation and opening up to the outside world, China achieved phenomenal accomplishment in the fight with poverty and lifting out of poverty. It is practically significant to study the phenomenon of poverty in China and the experiences of lifting out of poverty with the theories and methods of anthropology and sociology, which can provide experiences to the poor areas and other countries for eliminating poverty.The poor population in China scatters mainly in the west and poor counties. To be specific, they are the minority areas, border areas and part of old liberated areas. The main group of the poor population is farmers, lay-off workers, the elders and the handicapped.There are mainly 11 reasons which caused poverty: 1) Wrong decision and damages by movements; 2) heavy burden from big population and average property owned by each person is small; 3) Fake and poor-quality products aggressed farmers' rights; 4) Corruption is severe which damages the benefit of the country and the people; 5) Governmental organizations are overstaffed with governmental officials and the common people are poor; 6) Quality of population is low and investment to education is small; 7) Natural environment is damaged which brings about ecological refugees; 8) People with illness become the poor population because ofpoor medical service; 9) Natural disasters are too frequent which make victims of natural calamities keep suffering and fall in poverty; 10) Economic transformation causes people being laid off or losing job; 11) Elder people with poor health can hardly work. The purpose to analyze the reasons of poverty is to carry out measures to lift out of poverty with clear aims.The measures China is adopting to support the poor population include: devoting major efforts to improving producing power; developing the West; supporting poor population campaign; birth-control policy; minimum living guarantee policy; giving support from specific provinces, organizations or departments; Hope Project; alleviating farmer's burden; suppressing corruption; reducing the staff in governmental offices; administering the environment; planting trees while stopping growing crops on certain lands; immigrating people; using science and technology to support the poor; helping poor students; protecting consumer's rights; never holding political movements, etc.The greatest achievement of eliminating poverty in China is that in about 20 years 250 million poor population in China has been reduced. Well-off society has been realized basically.
