The period of the social transformation is the critical one of the reform and the development of Chinese economy, the reform of the stale-owned enterprises becomes the key to our economic reform. The reform of the state-owned enterprise involves the rearrangement of the existing interests of the staff and workers, which inevitably affect their jobs and lives and cause some ambivalence which prevents the further reform of the state owned enterprises. Therefore, how to solve the ambivalence becomes a key subject. By recalling the effect of the different phases of the reform of the slate owned enterprises on the economic and social lives of the staff and workers, this paper summarizes various kinds of ambivalence which the staff and workers reveal and analyses the causes of the ambivalence in such aspects as the limit of their capabilities, static ideas, the internal contradiction between the cadres and masses, social welfare systems, law systems and so on. Then suggests basic ways of solving ambivelence. Such as the further rapid development of the enterprises, establishment of political civilization in the enterprises and the management of the enterprises by law, the enforcement of the ideological and political work based on humanity and the realization of human modernization.
