The importance of the capital city Beijing in politics,economy,culture and society goes without saying.While as a worker or staff member in the capital city,their quality is like a business card.For improving the quality of the workers or staff members,the General Labor Union released "1+6" document in 2010,which included The Plan of Improving Workers' Quality in the Capital City.In this document,it articulates to establish 3 quality projects:improve workers' quality,cultivate technicians,apply innovative outcomes.The projects are based on the need of the capital development,help to integrate industry and education with an aim of improving workers'quality.Considering the realistic need of industries and workers or staff members,the projects innovate operation mechanism,fully mobilize the Labor Union's function to cultivate and train workers,in the meantime the projects also aim to involve as many parties as possible to make workers education more professional and more normal.Workers or staff members are expected to increase their quality so that they can be the working force in the course of the new era.For many years,the projects laid a solid foundation for workers' quality improvement through 6 educational modules and more than 10 programs.Workers' quality improvement in the capital city is a successful case in vocational education,its organization and program settings are full of characteristics,which accumulated much more practical experience.This research is based on the analysis of the projects' model with an aim of concluding its innovation.This thesis reviews the current education status for workers from the aspect of lifelong learning based on the theory of human capital and all-round development for human beings,and examines the historical development of education for workers.This paper also analyzes the problems that exist in the traditional model of education for workers,and they are:lack of guidance,lack of coordination,the program contents are not target oriented,lack of leadership,and so on and so forth.And the article concludes that education for workers must be adapt to the need of the new era.Also this article specially analyzes the exploration and impact from organization and implementation of the projects.Finally the article suggests that it is more important to play the role of the Labor Union,to establish collaboration among different organizations,set up various applicable training models,and involve industries deeply into the projects.Currently,education for workers in the capital city should keep up with the times.The documents released by Beijing General Labor Union is an important method of improving workers' quality,industrial development and an effective way of helping the whole society into new era.The further development of the projects will definitely bring about innovation on workers education model.The analysis to the model is imperative to the implementation of the projects.More importantly,the experience from this case in the Capital city can be used in other provinces and cities.
