At present, Shenyang city is whole-hearted propelling the construction of the Northeast old industry base. Shenyang science research institutes are the major scientific forces. They're characterized by wide-industry, special areas and in close contact with the local economy. They have been great contribution to the development of the economy of Shenyang. Shenyang is encountering with great challenges in agriculture, environment and other social areas since China took part in WTO, which also give higher demands for the science-technology reform in Shenyang. As one of the national science-technology industrial transitional sampling cities, the work in Shenyang that the transition of institutes began earlier than the majority cities in China. But it doesn't develop fast in recent years for the reason that the correlative policies and related theories can't catch up with its developing speed. How to deal with state-owned asset becomes the key factor to successful transformation. It involves the interests to the nation, institutes and privates.
