| In the period of the planed economy, as sharer of resource and executor of national plan, the traditional logistic enterprises link up the production and requirement effectively, promote development of national economy, but with reformation and foundation of socialism marketing economy system in our country, the framework of traditional logistic enterprises has already trailed the Times. Basis my working practice, I apply supply chain management theory and core competence theory and modern logistic technology, analyze the Times background and status and problems of it. Aiming at changing of it, I put forward advise of myself, and hope it useful.The first part: Times development gives the chance of strategic change of the traditional logistic enterprisesLogistic gross is direct ratio with economic gross. National development and reformation committee forecast, during the tenth five-year plan, Chinese GDP will keep 7% growth rate, quantity of freight will increase 3.5% per year, reach 16.5 billon tons in 2005 from 13.5 billon tons in 2000. Meanwhile, market environment is changing, buyer's market comes into being, customers put forward the higher request, small batch and door-to-door service and so on, becomes the basic character of the modern logistic industry, reducing the cost of the logistics becomes the profit source of producer and service provider, professional the third party logistic enterprises appear. So, the traditional logistic enterprises must integrate resource, reform the company system, and adapt the requirement of the Times.The second part: the status of the traditional logistic enterprisesBecause of inhibition of old system, the traditional logistic enterprises can describe as "many, small, little, weakness, scatter, slow". "Many" represent there is a lot of transportation companies and storage companies, but their function is not enough. "Small" represent company scale is small. "Little" represent the lack of market share and function and experience and person with ability. "Weakness" represent the management ability and information ability and financing ability and competition ability are weak. "Scatter" represent company resource is scatter, can't form core competence. "Slow" represent the speed of response is slow. These problems make the traditional logistic enterprises in our country have high service price, can't optimize client logistic cost, can't compete with the international companies.The third part: Meaning of changing. Firstly, there are many problems in the traditional logistic enterprises, for example, information can not be shared, operation is blindness, cost and venture is big, function can not satisfy customer's requirement, restrict the development of it. So, we must change it's working mode, carry out switchboard mode.Secondly, with the change of company mode, framework of company is changing also. The framework of the traditional logistic enterprises are beeline-function, this mode has many problems, power is gathered in the tiptop administer, it is easy to bring conflict among departments, transferring information is slow, it is difficult to adapt environmental changing, but framework of matrix can solve these problems preferably, this mode is necessary choice of the traditional logistic enterprises.Third, transportation is integrated in the process of production, and strike up planning and controlling to production by supply chain, achieve production system design and operation, realize unification of freight flow and cash flow and information flow, reduce cost, and make supplier and salesman and customer win. Transportation service of modern logistics emphasize customer's requirement, so we must satisfy diversification and individuation of customers, develop new type transportation system.Forth, we classify the storage commodity, cut items of commodity, keeping the structure in reason.
