The Research On The Reform Of Investment Pluralism Of SOE

Establishing modern enterprise system and realizing diversity investment sources are objective needs to establish socialism market economy. For most of large stated-owned enterprises, establishing enterprise system and carrying out the reform are basic contents to establish modern enterprise system. However, the key point is realizing diversified sources of investment. In a sense, without diversified sources of investment, there would be no real standardize enterprise. Talking of diversified sources of investment in state-owned enterprises reform, only 17 enterprises are successful in becoming to incorporated companies and limited companies among 100 enterprises which are experimental enterprises under the control of government the modern enterprises system, and over 80 percent of the enterprises have converted to ones that are funded solely by the state. Among the 2343 modern enterprises selected by local government, 46% are incorporated company and 39% funded solely by the state. From the view of the structure of shares in the companies came into the market and according to the statistics taken in 1998share controlled by state is over 34%, public-owned shares(such as state shares, legal person shares) are in absolute majority over 62%, and over 66% shares can not be circulated. Aiming to the fact that enterprises funded solely by the state are in large number and that shares are out of balance in the structure and poor mobility, the author tries to carry out competition mechanisms and propel industry reform in monopoly industries, then to realize diversified sources of investment the small and medium state-owned enterprises to invigorate themselves, to promote institutional, technological and managerial innovations in enterprises in China through market forces and policy guidance, and at last to develop the strategy of large companies or enterprises with international competition ability.
