Mode Of State-owned Mining Enterprises Management Innovation Research And Practice

Given the present serious economic situation of state enterprise, it is an important task for economists and managers in the coming future to link the policy of "three adaptations and one strengthenment" with enterprise's actualities and fashion the state enterprises into the modern that can adapt to market economy principle, characted by autonomous management, autonomous development and assuming sole responsibility for its profits or losses. Taking the Tongkeng Mine of Huaxi Group as research object, this paper tries to grope for the innovation model of modern management in theory for state enterprises, especially the mining industry, and bring forward some effective implementing policies of management innovation basing the overseas theory of enterprise reforgere engineering project advanced management experiences of national enterprises. This paper mainly covers several points as follows:(1)It points out fundamental ways for national enterprise to survive and develop in the present situation. It means that they must carry out the central government's policy to full extent. As to the national large and middle enterprises, it is especially important to reinforce the innovation work of internal management and thus gain benefit from it.(2)It runs a systemic and deep theory research in theory for the management innovation work of state enterprises. The main subject of management innovation is human and among all the production factors the manpower resources is mostly important with maximal flexibility and economical increasing potential, so it is the central content of the state enterprises' management innovation to manage manpower resources scientifically, and bring the initiative of employee into full play so as to advance productivity.(3)It develops deep research in the model of modern enterprise policies of mine in further step, puts forward implementing means of assets management on mineral resources and the implementing policies of reconstructing stock system for mines.(4)It analyses and summarizes the Tongkeng Mine's successful experiences in "Whole Staff Full Amount Floating Wage System" and its significance to state enterprises development, especially to the mining industry.(5)It comes to the innovation policies of sustainable developing internal management for Tongkeng Mine. That is to deepen the innovation of the floating wage system continually and found internal market management mechanism that is suitableto the Mine's actual situation.(6)It puts forward a future model of modern enterprise system and its implementing policies for Tongkeng Mine.
