The State-owned Enterprise System Innovation Research, And The Party Leadership

This dissertation is aimed at making a comprehensive study of the problems and theories in the course of establishing the modern enterprise system in the state-owned enterprises under the leadership of the Communist Party of China. It consists of introduction and text. The introduction expounds the ground and the significance of the topic selected, and it also summarizes the author's viewpoints and the innovations what the dissertation contains. The text is divided into five chapters as follows:Chapter I sets forth the reform essence, the meaning and the objective of the system innovation of the state-owned enterprises. It reviews the reform course of the state-owned enterprise and summarizes the success, the experiences and the lessons of the reform under the leadership of the Communist Party of China.Chapter II analyses the challenges to the administrative pattern of the Party and the system innovation of the state-owned enterprises in the new situation. It discusses the new challenges to the Party, the effects of changing circumstances at home and abroad on the system innovation of the state-owned enterprise, and the problems to be solved urgently today.Chapter III emphasizes the great significance of enforcing and improving the leading system of the Party to the system innovation of the state-owned enterprise. In the new foreign and domestic situations, the CPC should strengthen the party's consciousness of ruling state, innovate its leading ways, improve its governing ability. The Party also should absorb what is advanced in all human civilizations, including the successful experiences of managing enterprise in the developed capitalist countries. The Party should deal well with "the five main relationships" in leading economic reform and development of China so as to advance the capability of managing the socialist market economy.Chapter IV clarifies how the party organization of the state-owned enterprises should play its role as the political core and how the Party member should play a-7vanguard and exemplary role in the course of the system innovation of the state-owned enterprise. It farther discusses the functions of the party organization in the state-owned enterprise and puts forth the leading pattern of the state-owned enterprises with Chinese characteristics according to China's condition during the primary stage of socialism. Advancing the innovation of Party building of the state-owned enterprises will ensure the socialist orientation of the establishment of modern enterprise system.The last chapter discourses that the doctrine " three represents" is the fundamental principle of advancing the system innovation of the state-owned enterprise in the 21st century. We should act in accordance with the theory "three represents" to keep on promoting the system innovation of the state-owned enterprises. This chapter also brings forward the concrete measures of improving the Parry's working style and places much stress on building the clean government, which is an important guarantee to the system innovation of the state-owned enterprise.
