By analyzing the course of private forest development, the national policy and management system of promoting private forest development in the United States, through a comparative study approach, the active roles played by the forestry laws and regulations, the ecological benefit compensation system, tax policy, public programs of the federal government, socialized service system in promoting private forest landowners to planting trees and increasing their timber supply have been described in the paper. Based on the study on the policy system of private forest development in the United States, the analysis on existing forestry policies in China including forest tenure, forestry tax, credit support that produce an impact on non-public forest development has been made, the problems have been identified, and the strategy that conforms to non-public forest development in China has been explored.In the paper, the following constructive suggestions have been put forward: 1) to establish the legal system that promotes non-public forest development and ensures non-public forest tenure; 2) to improve some relevant rules and regulations in forestry management, eliminate forest harvest quota system for non-public forest and set up the ecological benefit compensation system and the system of plantation subsidies; 3) to reduce the tax burden for non-public forest operators and managers; 4) to cultivate the standing forest market and realize the added value of resources; 5) to carry out a newly type of credit support policy to promote non-public forest development; 6) to establish socialized service system for non-public forest, to provide forest farmers with technical training and information services and to raise their economic benefits.
